So the first thing to do is build a by-pass, and heavily dis-incentivize using your city as a path through to the other highway. You'll have way too much traffic without that through traffic. You don't want this traffic to go through the city. If you have the town between two highways, you'll get quite a lot of through traffic (all it wants to do is get from one highway to the other).
